0f8d0c2214 (AdminPowerDelete): Only write rc log when

d8af5f1ee4 (NewLangInitCookie): Remember old theme 
parameters, taking care to separate normal values from language
values (exactly two letters).
(NewLangGetNearLinksUsed): New hidden parameter so that we know
when no languages are set.
